The North Eastern Region (NER) of India is endowed with rich cultural diversity, vibrant traditions, natural resources and immense human potential. However, its developmental achievements, success stories and positive narratives have, at times, received inadequate or uneven coverage in national and international media.

Against this backdrop, one of the foremost objectives of the Information, Public Relations and Culture (IPR & Culture) Sector of the North Eastern Council (NEC) is to facilitate an innovative, coordinated and continuous multimedia campaign to enhance the visibility and positive representation of the North Eastern Region through print, electronic, digital and social media, publications and audio-visual initiatives.

The Sector also plays an important role in the preservation, promotion and documentation of the rich cultural heritage of the NER, including its art, music, dance, languages, literature, festivals, traditional knowledge, handicrafts, handlooms, customs, heritage sites and other tangible and intangible cultural assets. Such initiatives seek to strengthen cultural identity, encourage wider appreciation of the region's diversity and facilitate inter-generational transmission of its traditions.

Through sustained publicity and cultural promotion, the IPR Sector seeks to showcase the NER as a region of talent, enterprise, innovation, culture and opportunity, thereby contributing to its socio-economic and cultural development and supporting the broader national vision of Viksit Bharat @2047.
