North Eastern Council Secretariat Library, popularly known as NEC Library and officially termed as Regional Documentation and Information Centre (RDIC) was established in the year 1974. Since then, the Centre has built up a very respectable collection of documents of research, studies and reports on various aspects of potentialities and development of this region besides setting up a Library-cum-Reading Corner. It has stock of more than 65,000 books, 10000 reports, plan documents etc. of various categories of 8 States of Northeastern region, and subscribes to 30 numbers of Physical Journals, both national and international, on various subjects related to its main objectives. The centre is subscribing to 12 numbers of daily and weekly newspapers and 10 numbers of Magazines. It has a primary collection of documents or books related to North Eastern region.

Services:-
NEC Library offers a number of information services to its Readers. Some examples are given below:
• Online Public Access Catalogue (OPAC): OPAC is the finest and most authentic medium for searching the exact location of a document.
• Reference Service: This section mainly provides a facility to consult books and documents available in the library.
• Circulation: This section deals with the issue/return of documents. (Circulation is restricted to the Officers/ Staff of NEC only)
• Reading corner: NEC library has the approx 100 numbers of seating capacity for its readers and outside visitors such as Research scholar, students, faculty members etc.
• Internet facility: Library is also provides Internet Surfing facilities to its users on some terms and conditions. 
• Photocopy Service: The Photocopy facility is available in the RDIC, NEC Library. The rates for photocopying and other services are as follows: Service Details Rates (Rs.)
