The Transport & Communication (T&C) Sector of the North Eastern Council Secretariat is responsible for planning, appraisal, implementation and monitoring of infrastructure projects aimed at improving regional connectivity and promoting socio-economic development across the North Eastern Region. The sector identifies and prioritizes strategic transport infrastructure projects including roads, bridges, railways, airports and inland water transport facilities. It undertakes techno-financial appraisal of project proposals and Detailed Project Reports (DPRs), processes projects for approval and funding under various NEC schemes and monitors their physical and financial progress.

During the financial year 2025–26, 20 projects with a sanctioned cost of Rs. 962.24 crore were successfully completed. With these additions, the cumulative number of completed projects under the sector has reached 76.
