After security to life and property, the most important basic human needs for the citizens of any civilized society are Food & nutrition, Water & sanitation, Housing, Health Care Facilities, and Education. The North Eastern Region, because of its geographical location, difficult terrain, high rainfall, vast hilly region, large forest areas and large number of ethnic groups, is not a very homogenous territory for easily providing normal health care services round the clock to all the 47 million people of the region. Moreover, due to inadequate communication facilities throughout the region, health care services have not yet become available to everyone as can normally be expected. The Government of India, in its Annual Report (2015-16) has identified the following problems in the Health Sector in the North Eastern States:-

• • Shortage of trained manpower
• • Providing access to sparsely populated, remote, far flung areas
• • Improvement of Governance in the Health sector
• • Need for improved quality of health services rendered
• • Making effective and full utilization of existing facilities
• • Effective and timely utilization of financial resources available
• • Morbidity and mortality due to malaria
• • High level of tobacco consumption and the associated high risk to cancer and
• • High incidence of HIV/AIDS in Nagaland, Manipur and the increasing incidence in Mizoram and Meghalaya.

Though in the last few decades large scale development in the health care services and medical education has taken place, still a lot needs to be done for ensuring good health care services to all the people of the region. Both the Central Government and the State Governments of NE Region are doing their best providing health professionals and equipment, training, etc. wherever necessary to improve the standard of health care services in the region. States design suitable schemes and send those to the North Eastern Council (NEC) for funding, in case the fund received from the Government of India and the states’ own fund is not sufficient.

• Support for Development & Implementation of Hospital Management Information System (HMIS), Phase - I at Civil Hospital, Aizawl, Mizoram

2014-15:

2015-16:

• Construction of Hiya Primary Health Centre under ADC Hq Nyapin, Arunachal pradesh
• Infrastructure Development of Sagalee CHC, Papumpare District, Arunachal Pradesh
• Procurement of MRI Machine in the Faith Hospital at Dimapur, Nagaland

2016-17:

• Construction of Infrastructure Development at PHC at Dadam, CO HQ in Tirap, Arunachal Pradesh
• Improvement and Up-gradation of SAN-KER, Shillong, Meghalaya
• Bio-Medical Waste Management Incinerators System for District Hospital, Lawngtlai, Champhai, Mamit & Serchhip in Mizoram
